It's not fixing anything. The game 'spotter' doesn't do any spotting. It's never done anything else, and it's not supposed to. (ok, full disclosure: in previous games using the same engine, the spotter did do more on ovals, but never on road courses)
Crew Chief does a very fine job, I'm sure there are other options too, it really makes no sense for dev time to be spent replicating something that's already there.
