"Bugs?" - Ignition off, throttle-engine sound, longitudinal acceleration with gear shifts, clutch.

Test:
LMP3
Speed > 0kmh, 100km/h is ok

Action:
Switch ignition off
Push-release gas pedal.

Result:
Engine sound volume changes with throttle travel.
Car does not accelerate, just makes more noise.

Test:
Speed > 0kmh, 100km/h is ok

Action:
Switch ignition off
Shift gears up-down 2, 3...

Result:
No perceptible longitudinal acceleration due to rpm increase decrease. I haven't used telemetry to check.

¿Is engine rotational inertia disabled on gear switching?

Clutch.
Those cars all have automatic gearboxes.
If I don't use autoclutch it's very easy to stall engine. Even using clutch pedal/paddle, bite point is quite tricky.

Which cars are you testing? Many of the Hybrids start off the electric motor so clutch is bypassed.
There was a bug, about a year ago, that had many of the cars going directly to the Internal Combustion Engine prior to reaching the proper speed for the transistion.(like stationary in the pits) Could be that bug has snuck back in.

LMP3. Nothing Hybrid there.
The only thing the car does pressing throttle is more noise.
To me sound like lazy programming.

ok, I'll see if I can duplicate it.

I think you may have the AUTO START option enabled. When I first entered the track without Auto Start, the startup procedure worked normally. Power On, Ignition, rev the engine, clutch, engage first and then slip the clutch to begin to drive away. With AUTO START everything is already turned on and you hear the engine, as intended, rev when you press on the throttle. Starting will be tricky if you do not have the Auto Clutch option on. I turn all those off. The only 'auto' anything I use are lights and wipers. All the rest of that helper menu is disabled.

The lack of thrust is likely due to the Pit Lane Speed Limiter. This is enabled automatically when you first jump in the car. So even downshifting, the limiter will not want to allow the speed past 60kph(or whatever the pit limit is.)
Unless you also have the pitlane speed limiter set to automatic, you need to disengage at the exit of the pit lane AND then re-engage when you enter the pits.

The limiter is not a magic button. If you are in excess of 60kph when you approach the pit entry line, pressing the limiter will begin to slow you down but not very quickly. Certainly not instantaneously. So remember to brake and reduce speed to the proper limit PRIOR to reaching the pit in line. Also, traveling in the pits in any gear but 1st or 2nd risks the speed limiter leaking past the posted speed setting. ONLY use 1st gear to ensure your speed is properly limited.
